Ports, Airport and Terminal Operators have once again demonstrated persistent growth over successive years and maintained their position as the top contributor during the FY 2022-23. This sector generated tax revenue of Rs. 23.58 billion in FY 2022-23, showcasing a growth of 15% when compared to the previous FYs collection of Rs. 20.54 billion. The services offered by Ports, Airport and Terminal Operators are subject to SST under tariff heading 9819.9090 of the Second Schedule to the 2011-Act. The two ports, Karachi Port Trust, and Port Qasim Authority are included in this category. Terminal Operators, such as South Asia Pakistan Terminals, Engro Energy Terminal Limited, Karachi International Container Terminal, Pakistan International Container Terminal, and Qasim International Container Terminal, along with off-dock terminals such as NLC, Pak Shaheen, Al-Hamd, Hyderabad dry port are also registered in this category. Furthermore, cargo or baggage shed operators licensed or appointed by customs authorities at any customs port, airport, or station, along with other service providers ancillary to ports, also contribute to SST from this sector. These services are taxable at a statutory tax rate of 13%.
